The History of the Jackson County Sheriff's Office
Below is the most accurate list of elected and appointed Sheriffs that have served throughout the history of Jackson County, Missouri. This is not a complete list but is the most complete list to date. Given the extensive research that has gone into compiling this information, we are fairly confident that this is historically accurate.
Sheriff Joseph Walker
Term: 1827 - 1830
On December 15th, 1826, by Missouri State Legislative order, the “County of Jackson” was established and named after President Andrew Jackson. In June of 1827, Missouri Governor John Miller appointed “Mountain Man” Joseph R. Walker as the County’s first Sheriff. Walker served as Sheriff for two terms and then refused re-election to continue fur trapping, exploring and forging trails west.
Prior to being appointed Sheriff, Walker forged portions of the Santa Fe trail in 1820 and returned to Independence in 1827. In 1834, Walker went on to lead a party of men across the southern Sierra and that trail would later be known as “Walker’s Pass.” The Walker River and Walker Lake in Nevada were later named for him. Walker went on to explore the west for the remainder of his life and on October 27th, 1876, he died and was buried in Martinez, California.

“Edward Winstanley was born April 4, 1850 in London, England, under the shadow of the famous Bow Bell of the Established Church. His father died when he was 2 years old , and, three years later, the death of his mother caused him to be sent to Dublin, Ireland, where he was cosigned to the care of an aunt, Mrs. William Wight, until he was 20 years old. His education was attended to by private tutor during the first ten years of his life. He finished his education at Nutgrove Academy, Dublin County, Ireland.
Edward Winstanley emigrated to Canada in 1870. He was employed as a tea tester for a tea and spice firm in Montreal. Seven years later he came to Kansas City and started a wood and coal business on Missouri Avenue near Walnut Street. He followed this business until 1894, when he became custodian of the county courthouse. He was in service of the county and city for twenty years, acting in succession, as custodian of the courthouse, record clerk in the probate office, chief clerk in the county clerk’s office, and purchasing agent of the city hall under the Crittenden-Brown administration. He was elected Sheriff of Jackson County on the Democratic ticket in 1912.” - The Kansas City Times, July 14, 1914

Term: 1917 - 1920
Sheriff Overton Gentry was a pharmacist by trade and was partner in the Pendleton & Gentry's Drug Store in Independence, located on the southwest corner of the square. Mr. Gentry also served as the Treasurer of Jackson County. In 1900, at the age of 45, he was elected to the Office of the County Treasurer. In 1916, Gentry ran for the Office of the Sheriff and won the election, he would go on to serve as the County Sheriff until 1920.

These two badges are the earliest known Jackson County Missouri badges. The hallmark, "Partridge Scotford Co.", dates between 1914 and 1922. Due to the death of Sheriff Edward Winstanley Sr. in 1914 and his son stepping into the role until 1916, it is most likely that these badges were issued under Sheriff Gentry.

On September 25th, 1925, Sheriff Miles added two bloodhounds to the Sheriff’s Office and with the end of the County Marshal, the Sheriff’s Office took over the Marshal’s Office responsibilities. Up until this point, the Sheriff’s Office primary responsibilities were: tax sales, courthouse security and organizing jury summons.
Sheriff Miles was notorious for conducting his own investigations on his deputies during the prohibition era.

Sheriff Purdome, along with the help of the Air Squadron, paid for the first official issued uniforms for the Sheriff’s Office. The twenty-two uniforms were issued on June 13th, 1948 and consisted of a light blue shirt with a grey shoulder patch on the left sleeve that read “Jackson County Sheriff’s Patrol” and pants trimmed in dark blue. A black Sam Brown belt and holster were also issued with the uniforms.
